Membership Policy
Membership Criteria
- Any organization, agency or project that supports the mission statement is eligible to join
- Each organization should be represented by someone with decision making authority for that organization
- Subdivisions of an organization, if representing separate interests, may belong
- Representation should be consistently represented by the same person
- Organizations may participate at differing levels
CID Participation
- Attend monthly meetings
- Serve as Host on rotating basis
- Advocate with the legislature
- Make presentations on CID issues
- Develop position statements, fact sheets, or letters on CID issues and circulate for sign on by other groups
- Make cash contributions to CID
- Mentor new groups
- Receive and share information
Committee Structure
CID has no standing committees. Committees are formed on an ad hoc basis.
Point of Contact
A CID member holds this volunteer position and it rotates annually. The point of contact organization must meet membership criteria. The point of contact is a repository for CID information and may be contacted by anyone with questions about CID.
Member organizations continue to act as hosts on a monthly rotation and are responsible for the development of the agenda and transcription of minutes for the meeting that they host.
Other Membership Considerations
- Member groups do not have to be everything to everyone.
- Member groups do not have to sign on to position statements every time.
- Members may work on a range of the above items under participation as their agency/organizations will allow.
- If a member brings forward an issue it is expected that they invest the time to champion that issue.
- In 2003, CID made a decision to video conference meetings so that members in North and East Idaho could participate.
Decision Making Protocol
Position Statements
A CID position statement is developed when an individual CID member brings the issue to the regular CID monthly meeting. If a majority of those present agree, the position statement may be developed, written and distributed by the individual member or by another member who volunteers to write it. The position statement is then circulated to all members with a request to support the position statement. The author is listed as the contact person with contact information for those who have questions. A date is also included on the statement. Position statements are valid one year from the date listed on the statement. CID members reply to the author of the position statement if they wish to be listed as a supporting organization when the position statement is circulated to the public. If a member organization does not contact the author, it is assumed that the organization does not wish to add its name to the list of supporting organizations.
Rapid Response Issues
CID usually does not take a position on emerging or crisis rapid response items but will provide a mechanism for individual member groups to mobilize support for specific member rapid response items.
Spokesperson
On a specific issue where a member organization is the recognized expert, that organization will take the lead and act as spokesperson, as agreed by consensus of those members present at the regular monthly CID meeting. When an obvious lead organization does not exist or the issue is very broad, a simple majority of CID members may elect a representative as spokesperson at the regular CID monthly meeting.
Other Decisions
Any other decision will be decided by a majority of those member organizations present at the regular monthly CID meeting and will be recorded in the minutes. If this results in a decision that other members do not support or were not in attendance to discuss, members have the option of bringing the issue up at a subsequent meeting.
